When the operators of buried utilities receive a locate request, they assess the information on the Ticket and determine whether or not the proposed ground disturbance will be in conflict with their utilities.

The expectation is that locates will be provided within the two full working days advance notice period. At a minimum, buried utility operators are expected to contact the ground disturber within two full working days and either notify the ground disturber that there is no conflict, or make arrangements for a mutually acceptable time to meet on site to identify and mark the locations of the buried utilities.

If a utility operator advises a ground disturber that no locate is required, the ground disturber should request confirmation in writing for his protection.

Operators of buried utilities or their agents will identify and mark the locations of their utilities with paint, stakes or flags at no charge to the ground disturber and should provide the ground disturber with documentation of the locate performed.
